Internet Explorer:  You probably have your Security Level set to High
 (JavaScript, also called "scripting") is disallowed with the Security Level set to High

     Tools > Internet Options
       At the top of the new window, click the Security tab
       Adjust your "Security level" slide bar to Medium
       Click on OK

 
Netscape Navigator:
     Edit > Preferences > Advanced
      Check the boxes for:

  • Automatically load images
  • Enable Java
  • Enable JavaScript
  • Enable style sheets

After making the changes, you may need to close the browser and restart it.
